My boyfriend has received his residence stamp. Can he apply for the 30% ruling if he finds a job?

Hi there, my boyfriend is Australian and I'm Dutch. He has received his residence permit stamp for the Netherlands and is waiting for the official papers to be posted to us. Does the 30% tax ruling apply to him if he finds a job above 52.000 euro? And how does it work for us filing our tax return? Thank you for your help!
The 30% ruling can be granted in case of an incoming employee. This means that a job must be found before the employee comes to the Netherlands. If a job is found after arrival in the Netherlands then the ruling is not applicable, the employee is then locally hired.
