I have sold my house with a loss. Is this loss tax deductible?

If you sell your house with a loss, this loss is not tax deductible. On the other hand, if you sell the house with a profit this profit is not taxable either (as long as it is not your 'business' to sell houses).

If I sell a house for profit ,will I be taxable on the profit if I am under 30% ruling?

No, the profit will remain tax free. The 30% ruling will not affect this.
