I do not live in the Netherlands. Can I still get a DigiD?

At the moment it is not possible to request a DigiD if you are living outside the Netherlands. Reason is that as part of the security measures the activation code is sent to the address which is available in the official registration of the municipalities. If you are not living in the Netherlands your address is not available in this registration.
An exemption has been made in the mean time for people who receive an old age pension from the Dutch state (through the SVB). Research is done to make it available for other foreign residents as well by offering them the possibility to request a DigiD at a certain desk in person.
