Does the 30% ruling also apply to persons who meet all the conditions but become permanent residents?
Yes, for the period during which the 30% ruling is granted (maximum 10 years if the startdate of the first employment contract was before 1 January 2012 and maximum 8 years if the startdate is after 1 January 2012),  the employee is considered to stay in the Netherlands temporarily, even if the employee gets a permanent resident permit or even the Dutch nationality.

i come from india and have done my masters in germany now i find a job in netherlands do i come under 30% ruling

apologies for the late reply. you may indeed qualify if you meet the salary requirement and were living more than 150 km from dutch border before you came to work in the netherlands. of course you must also be recruited from abroad.

I would like to know whether I still qualify the 30% ruling if I apply the residence permit in the Netherlands as EU family member (as my husband is Italian and he is working in the Netherlands) instead of EU blue card holder, in the case that I get a job offer from the Netherlands. I hold EU blue card in Germany for 2 years already. Is 30% ruling related to the type of visa that I am going to apply? Thanks.

The 30% ruling is not related to the type of visa or permit you have.

Yes, blue card holders who work in the Netherlands can be entitled to the 30% ruling if they satisfy the conditions.
