It has been silent for some time from my side. The reason that I was difficult to contact lately has been that there were complications with the pregnancy of my wife but I am very happy to announce that on Monday 8 September our Daughter Maud is born in good health. I spent many hours/days in the hospital the last couple of weeks but fortunately the pregnancy ended with great result. Maud is a beautiful girl and is enjoying life already. Many thanks to everybody who has been supporting us during the last weeks.
Like I already said, Maud is enjoying life and that's what we are also going to do business wise. Two investment advisors have joined Europlan recently and I - finally - found a tax advisor prepared to assist me with the existing workload and all the new work which will hopefully come in the future. He is well experienced in the expat market and does his work with great pleasure. He has already done some work for me and the clients from Expatax. With two tax advisors we believe that existing timeframes can be reduced drastically. I am going through all the current work at the moment and discuss it with him or even transfer it to him so that everybody will have a reply as quick as possible. By making the company more professional also the procedures and fee schedule have been taken into consideration again and adjusted where needed. In combination with new identification rules the website has been changed on these points. If necessary one of our team will contact you personally regarding the changes as we now have a legal obligation to get to know you all to ensure that correct advice is given.
Europlan also has a new administrator Annelies on board and we have opened some new promising agencies with financial companies and partners. With all these developments we believe that we are ready for the future and ready to support your (financial) needs.

Having a young baby makes me think about the future and the possible dangers which may come on our path. Being responsible for a child means that I need to make sure that her future is secured. There are many things to consider. Two important things are:
- future expenses (can she go to college in the future?)
- risk of early death
It sounds scary but what indeed happens when the partner with (the highest) income dies? How much money has been saved until now to support the child(ren) when a parent dies? Is the other partner forced to find a(nother) job and what will then happen with the children? I would like to give my daughter a happy life and hope that she can continue that if I might die early. I don't want her to suffer both personal and financial. One solution is a life insurance. A life insurance can be based on the current income and will pay out a certain amount in the event of early death. With this amount my partner can raise our daughter as she would wish without losing quality of life. If you have a family please keep this in mind.
- The judge decided that the three months term for the 30% ruling in which you have to find a new job to be able to transfer the 30% ruling to the new job is not a fixed term if can be proven that there is a really good reason why it has taken longer, whereby the expat can't be blaimed for the extra time. Be aware that this is only allowed in specific situations.
- The government is going to change the rules for company cars again. The maximum fixed income percentage will be reduced from 25% to 20% and all kilometers from home to work and back will be treated as business kilometers again.
- It seems that the taxoffice in Heerlen is no longer contactable via email. The service provided through the website has also been removed.
- Rules concerning a statement from the taxoffice and social security office regarding their opinion whether you are independent enough as a freelancer/business owner have been changed to be in confirmity with each other. If you want to be sure how they treat your business you can request them a decision on a so called VAR (Verklaring ArbeidsRelatie).
As of 1 September 2003 new rules apply if you bay a property:
- a buyer of a home has three days to turn back everything after he received the buying agreement signed by both parties. Of course it's also still possible to mention other clauses in the buying agreement to step out of the contract like not finding sufficient finance or being refused a licence to live in the city where the property is situated.
- the buying agreement (for an individual) must be made in writing. A spoken agreement is no longer valid.
- the buying agreement can be registered by a notary in the official registrations. This will protect the buyer for example (better) against sale of the property to another buyer and bankruptcy of the seller.
- if you buy a property which still needs to be built you are allowed to "keep" 5% of the buying price by transferring it to a notary to make sure that the builder will sell you a property of the agreed quality. The 5% will be taken from the last payment. The buyer is also not obligated to pay the whole buying price in one amount but only in smaller amounts during the whole procedure. The seller can only claim a deposit of 10% which must be transferred to the notary for security.
