VAT registration - UK company supplying contractors to Dutch clients

Our client is a UK VAT registered business based in the UK - it does not have a base in Holland. The business engages Dutch subcontractor companies and supplies them to a Dutch client. Does the UK business have to register for VAT in Holland? Thanks.
