Tax return - no form has been mailed yet

We live in the Netherlands for about 11 months. I‘m not working for this period, my husband works and has a 30%-ruling for kennismigrants. We think we‘re eligible to a tax return because I‘m not working but we haven‘t received any m-forms or something like that yet. Should we file it somehow and how can we do it? If yes, how should we file it? Or should we wait for the tax authority for that?
Since you arrived in the Netherlands during the year it is indeed normal that the tax authorities haven‘t invited you (yet) to file a tax return. This is unfortunately standard procedure.
