30 percent rulling requirements before 1 january 2012

I am in the Netherlands since September 2011. I know that I can apply for the 30% rulling as long as I meet the requirements from the date I arrived. What was the minimum gross salary (before tax) that time for masters over 30 years old?
Before 1 January 2012 there was no salary requirement. Instead the incoming employee and employer had to proof that the employee had specific skills and experience which were scarce at the Dutch labour market. Skills and experience had to be shown by providing information about the education and relevant workexperience. A high salary was an indication of the specific knowledge of the employee but not more than that.

Since 1 January 2012 a salary requirement is introduced which replaced the need to provide proof about education and workexperience. If a salary is earned above the required level specific knowledge is now assumed. The tax authorities however can still check the scarcity.
